your make-up depends a lot, its not about a particular brand. It mostly depends on your costume (especially your headpiece) and the type of skin that you have. If your costume have a lot going on its because to go simple.

Do not over accessorize your face. your face shouldnt have more decorations than your costume.

please do not put on just eye shadow if uyou dont have good skin.Go for the full effect.

It really does not depend on the make-up you use, but by how you prep your skin prior. For those on a budget, who are looking for good product but not the high price try try these:
Before applying eyeshadow a base is best. Try:
Urban Decay primer potion: Sold at Sephora $16. Your eyeshadow will not disappear or crease.
If you cannot get that use a eyeshadow crayon as your base and then apply eyeshadow over it. The base will help your eyeshadow stay on longer, plus the colour will pop.
Eyeshadow:Loreal HIP Duos (HIP stands for High Intensity Pigment. The line carries colours that will match all costumes. For two colours in one compact-$6.99 most times you can buy one get one free.
Foundation: Try Revelon Colorstay (controls oil)
Mascara: I swear by L'oreal High Drama Volumizing Mascara in Ultimate Black or the waterproof L'oreal Paris Voluminous Mascara Waterproof Black.
Foundation: Revelon Colorstay controls oil & shine.
Face primer: Most drug store carry face primer which gives your skin a smooth finish in order for your foundation to go on smoothly.Try:
Revelon Face Primer-$13.99 or Rimmel Fix Perfect Primer: $6.99
***********************************

More High end products:
Mac: Any eyeshadow will do. The colours are endless. Priced at $14.50
Foundation: I use MAC Studio Fix-$26. It is a powder, but goes on very smooth, almost velvety. Last all day with minimum touch-ups.
Mac carries a finishing mist that you can apply before foundation or after to set your makeup: Its called FIX PLUS- $14
MAC also carries a product called Mineralized skinfinish-$25
It is A luxurious domed face powder with minerals, provides a dimensional yet natural-matte finish. Provides perfect low coverage. Use to set and fix foundation or as a touch-up throughout the day.
I also use Make-up Forever Matte Foundation-$34, use with HD Finishing powder-$30.

Again, the must haves should be a face primer & an eyeshadow base.Good make-up application also has a lot to do with the brushes that are used too. Iuse all of these products and I recommend them all. Youdont have to go high end to get great results. Drugstore brands will work just as well.

I swear by Urban Decay Primer Potion and tend to use their eyeshadows.

There is a new brand called GOSH who have striking colours too.
